Overview
HSE monitors plant protection products (PPPs) in the United Kingdom. In accordance with the Food and Environment Protection Act 1985 and the Plant Protection Products (Fees and Charges) Regulations 2011.
HSE can request a contribution towards costs for monitoring the effect of use of these PPPs or for any work carried out within the scope of Regulation 1107/2009 or under MRL Regulations.
Costs involved in monitoring activities are not included in the Pesticide and Biocides application fees but recovered through an Annual Charge.
Activities warranting cost recovery include:
- Information Services and provision of advice and guidance
- Residues in Food
- Pesticide Usage Services
- National Poison Information Service
- Expert Committee on Pesticides
- Consumer Policy Surveillance
- Training Scientific Staff
- Wildlife Incident Investigation Scheme
Who the charge applies to
Authorisation holders with registered products under these regimes:
- plant protection products (PPPs) approved under COPR
- biocide products approved under COPR
- plant protection products (PPPs) authorised under Assimilated Regulation No 1107/2009 in Great Britain (GB) and/or Regulation (EC) No 1107/2009 in Northern Ireland (NI)
Biocide products approved under the Biocide Product Regulations (BPR) with authorisation numbers ‘GB-201x-xxxx’ or ‘NI-201x-xxxx’ are NOT subject to the charge.
Annual charge declaration form
HSE email a form to all authorisation holders. The form asks for UK sales figures (excluding VAT) for products sold in the UK during a 12-month period.

What the charge is and how it is applied
The annual charge is calculated as a percentage of sales. We use the sales figures from the annual charge declaration form to work out how much is owed.
If the authorisation holder does not return the annual charge declaration form, we will send an estimated invoice.
The charge varies from year to year and also varies for the different regimes. Examples of previous year’s rates are provided below.
