Definition of a complaint under REACH

For the purposes of this procedure, a complaint is:

  • a concern originating from outside HSE;
  • in relation to one or more of the 'listed REACH provisions' in Schedule 1 to the REACH Enforcement Regulations 2008, for which HSE is the enforcing authority;
  • that is sufficiently specific to enable identification of the issue and the dutyholder and/or location;
  • and that appears to constitute a significant breach of the law.
