This guidance is for anyone who has duties under the Offshore Installations (Offshore Safety Directive) (Safety Case etc) Regulations 2015 (SCR 2015), for example licensees, production installation operators, non-production installation owners and well operators.

  • This guide will provide advice and explain the regulatory requirements to those who may be affected by SCR 2015, which came into force on 19 July 2015.
  • SCR 2015 applies to oil and gas operations in external waters, that is the territorial sea adjacent to Great Britain and any designated area within the United Kingdom continental shelf (UKCS).
  • SCR 2015 replaces the Offshore Installations (Safety Case) Regulations 2005 (SCR 2005) in external waters, subject to certain transitional arrangements.
  • Oil and gas activities in internal waters (eg estuaries) will continue to be covered by SCR 2005. These requirements are explained in the associated guidance document L30 – A guide to the Offshore Installations (Safety Case) Regulations 2005.
