RR680 - Local authorities and HSE in partnership: An evaluation

PA Consulting Group was appointed to undertake an evaluation of the Health and Safety Executive (HSE) and Local Authority (LA) partnership during the summer of 2008. The purpose of the evaluation was to enable HSE to take an informed view of the contribution that the partnership can and should make to a new strategy. The evaluation was commissioned by the Local Authority Unit (LAU) of HSE and conducted jointly with representatives from Local Authorities Coordinators of Regulatory Services (LG Regulation (formerly LACORS)). This report is the output of that exercise and aims to answer three key questions:

  • to what extent has the partnership delivered on the seven commitments in the Statement of Intent?
  • do the benefits of the partnership outweigh the costs?
  • what does the partnership need to do going forward to ensure its long-term health?
