RR367 - A review of the safety culture and safety climate literature for the development of the safety culture inspection toolkit
Following the recommendations made from Public Inquiries into the Southall (HSC, 2000) and Ladbroke Grove rail crashes (HSC, 2001), Her Majesty's Railway Inspectorate (HMRI) requested that a safety culture inspection toolkit be developed. The toolkit was required to provide a pragmatic approach for the measurement of safety culture in rail organisations. The HMRI requested that the approach should focus on a limited number of indicators that are known to influence safety culture. The five indicators are as follows:
- Leadership,
- Two-way communication,
- Employee involvement,
- Learning culture,
- Attitude towards blame.
