Undertakes a fundamental review of its guidance, particularly with regard to meeting the needs of small firms. Entailed a review of past research, exploratory discussions with employers and a large postal survey. Maps out employers preferences for the structure of HSE publications, communication/publicity methods and how they delineate themselves. A gap analysis of HSE current suite of publications is combined with an evaluation of the HSE's website and e commerce activities guidance is needed. conclusions, including a combination of sector /activity specific guidance is needed.
