RR81 - Development of human factors methods and associated standards for major hazard industries

Aimed at both HSE inspectors and staff on chemical plants, to assist them in assessing the management of human factors issues. Guidance documents have been developed on five human factors topics: procedures; availability of information; communications; energy planning and accident investigation The guidance documents operate at four levels for each of the topics; assessment principles, question sets, guidance notes and a scoring procedure. The assessment principles area set of high level statements, which collectively address the important considerations in ensuring that each topic is adequately and systematically addressed. The question sets have been designed to allow an examination of each of the assessing principles. The guidance notes expand on and exemplify the question sets. A scoring procedure has been devised for each assessment principle to allow a degree of benchmarking to be undertaken if required.
