Sept 1996 The Construction (Health, Safety and Welfare) Regulations 1996 (CHSW 96) come into force
>Late 1996– 1998 Interim evaluation of CDM 1994 To establish stakeholders' views on implementation
2002 HSC publishes a discussion document  Revitalising Health and Safety in Construction To seek industry's views on improving the construction industry's then poor health and safety performance
Sept 2003 HSC agrees to revise the CDM 94 and CHSW 96 regulations (paper HSC/03/93 for the review) To respond to industry's comments on the discussion document
March 2005 HSC publishes consultation document (CD200) To seek comments on revision of CDM 94 and CHSW 96 regulations
December 2005 HSC meets
July 2006 CONIAC meets
  • To discuss the draft CDM regulatory package
  • Later agrees to the package being forwarded to HSC meeting
Oct 2006 HSC meets
  • To consider the draft CDM regulatory package
  • Formally approves the draft package for formal proposal to Ministers
Feb 2007
  • Minister signs The Construction (Design and Management) Regulations 2007 (CDM 2007)
  • Ministerial consent given to the ACOP which supports CDM 2007
  • CDM 2007 Regulations laid before Parliament
  • CDM 2007 ACOP published
 
March 2007 Early Day Motion (EDM) tabled calling for a debate on the CDM 2007 Regulations  
April 2007 CDM 2007 Regulations come into force  
May 2007 EDM Parliamentary Prayer Debate on CDM 2007 Regulations takes place
  • The Regulations were fully supported by Government
  • Commitment to early review of the Regulations given by Parliament
Nov 2009 Pilot evaluation of CDM 2007 Regulations commenced  
March 2010 Main phase evaluation of CDM 2007 Regulations commenced  
Oct 2010 Draft evaluation report of CDM 2007 Showed general improvement over CDM 94 with concerns remaining in areas of competence assessment, coordination and bureaucracy
March 2011 CONIAC meets To discuss early findings of CDM 2007 evaluation (see minutes)
March 2011 Publication of Pilot Evaluation of CDM 2007 Regulations (RR845)

July 2011 CONIAC meets. Paper M2/2011/2 presented on the evaluation of CDM 2007 Paper highlights the findings of the CONIAC CDM Evaluation Working Group and those of the independent external research undertaken
Nov 2011 Publication of Löfstedt report – An independent review of health and safety legislation Recommended that:
  • the CDM 2007 evaluation should be completed by April 2012
  • HSE should review all ACOPs, although the CDM 2007 ACOP should be managed separately
Dec 2011 HSE Board meets Agreed to simplification and rationalisation of the CDM package primarily based on copy out of TMCSD
May 2012 Publication of Evaluation of CDM 2007 Report (RR920)  
June 2012 CONIAC meets. Paper M2/2012/2 presented as an update on CDM 2007, describing future work to consult on revision of the CDM package towards The Construction (Design and Management) Regulations 2015 (CDM 2015)  
May 2013 HSE Board meets
  • To consider the draft CDM 2015 regulatory package (consultative document, impact assessment (IA) and statutory instrument) for Ministerial authority to go to  public consultation
  • Approval given for the IA to progress to Regulatory Policy Committee (RPC)
July 2013 CONIAC meets. Paper M2/2013/1 presented as an update on the CDM regulatory package  
Jan 2014 'Green' opinion given by RPC on CDM 2015 regulatory package IA Indicating that IA is fit for purpose
March 2014
  • Final approval given by Home Affairs Committee and Reducing Regulation Committee to consult on the replacement of CDM 2007 Regulations
  • Public consultation on replacement of CDM 2007 Regulations opens with the launch of consultative document and associated IA (CD261)
 
June 2014 Public consultation on replacement of CDM 2007 Regulations closes  
Aug 2014
  • HSE Board meets. Paper HSE/14/62 presented on the outcome of the public consultation on proposals to replace CDM 2007
  • Final stage IA for CDM 2015 submitted to RPC to take account of the results of the public consultation
In light of comments received from consultation, HSE Board directed that HSE should develop a new, shorter ACOP to support the revised Regulations, rather than replace CDM 2007 ACOP with guidance
Oct 2014 'Green' opinion given by RPC on CDM 2015 regulatory package final stage IA Indicating that IA is fit for purpose
Nov 2014 CONIAC meets. Paper M3/2014/2 presented as an update on the revision of CDM 2007 and associated supporting material, in light of HSE Board's consideration of the proposals  
Dec 2014 Final approval given by Home Affairs Committee and Reducing Regulation Committee to introduce the CDM 2015 Regulations Approval subject to a condition that guidance on application of CDM to the entertainment sectors should be cleared by Department for Culture, Media and Sport
Jan 2015
  • Minister signs the CDM 2015 Regulations
  • CDM 2015 Regulations made and laid before Parliament
  • Draft HSE and industry guidance published
 
April 2015 CDM 2015 Regulations come into force, HSE Legal Series (L153) guidance and industry guidance published  
Sept 2020 Post Implementation Review (PIR008) of CDM 2015 signed off 01/10/2019 published
