Since the UK left the EU, the Offshore Major Accident Regulator (OMAR) is the UKs offshore competent authority, previously known as the Offshore Safety Directive Regulator. How HSE regulates the offshore industry has stayed the same.
Dutyholders of offshore installations, offshore well operators and employers, are required to report certain incidents to OMAR.
This requirement to report incidents is under a number of legislative obligations including:
- EU Commission Implementing Regulation 1112/2014 which is now retained law
- Reporting of Injuries, Diseases and Dangerous occurrences Regulation (RIDDOR)
- Regulation 9 of the Offshore Installations and Wells (Design and Construction etc) Regulations (DCR)
- Regulation 21B of the Offshore Installations and Pipelines Work (Management and Administration) Regulations (MAR)
There is some overlap across the reporting requirements of the different pieces of legislation and the supplementary reporting requirements that implements Recommendation 39 of the Cullen Report into the Piper Alpha Disaster for gathering data on hydrocarbon releases.
To minimise the burden on industry, a single reporting tool is available - the Report of an Oil and Gas Incident (ROGI) Form. A link to the form is provided at the end of this page. It enables the reporting of an incident under the relevant legislation and requirements. There is also a link to guidance on how to complete the relevant sections and information about reporting deadlines.
Confidential reporting to OMAR
OMAR has processes for handling confidential reporting of a concern.
Health and safety concerns should be reported using the Contact HSE webpage.
Environmental concerns
Environmental concerns should be reported to the Offshore Petroleum Regulator for Environment and Decommissioning (OPRED) using the Oil and gas: environmental alerts and incident reporting including anonymous reporting page on GOV.UK.
