Permanent manuals

Permanent manuals are internal-only instructions and guidance that HSE employees use for regulatory operational work on inspecting, investigating, permissioning, and enforcing.

HSE publishes permanent manuals when they include content that might be useful for dutyholders or other stakeholders. Permanent manuals are up to date at the time of publication.

Permanent manuals older than 6 years are hosted by The National Archive and are available below. This is in line with the HSE Retention Policy and generally applies to any permanent manuals that are over 6 years old.
