The Chemicals (Health and Safety) (Amendment, Consequential and Transitional Provision) Regulations 2026 make changes to existing chemical regulations, including the GB CLP Regulation.
Substance notification
From 21 May 2026, the requirement to notify HSE of the classification and labelling of substances placed on the Great Britain (GB) market is removed.
If you’re a manufacturer or importer based in GB, or a supplier, based in Northern Ireland directly supplying the GB market , you no longer need to submit new or updated classification and labelling information for substances you place on the GB market.
If you’re based in Northern Ireland and place substances on the market in Northern Ireland, you must make notifications to ECHA’s Classification and Labelling Inventory.
GB MCL List technical notes
From 21 May 2026, the technical notes in points 1.1.3 to 1.1.3.2 of part 1 of Annex 6 of the GB CLP Regulation have been moved into the GB MCL List, which allows HSE to update these notes when needed.
GB mandatory classification and labelling of substances (GB MCLs)
The system for adopting GB MCLs is changing.
HSE is in the process of implementing a new system for adopting new or revised GB MCLs. The current GB MCL system will continue under a transition period, whilst the new GB MCL system is being introduced.
When the new GB MCL system is complete, we will update this page and the relevant guidance.
