Case 133 - Housing company stops residents from hanging pictures and placing ornaments in the corridors

Issue

A resident lives in a block of flats managed by a housing company. The corridors have recently decorated by the housing company (at residents expense) and they have been told that they cannot hang pictures up or put ornaments on window sills as they pose a health and safety risk in that they could fall off and hit someone.

Panel decision

This is not an occupational health and safety issue but one where the housing company have given a convenient excuse to avoid explaining their real concerns. Even if they had concerns about some pictures/ornaments being a fire safety hazard it could easily have been resolved by providing some guidance on what can/cannot be hung rather than a blanket ban in the name of "health and safety".
