This webpage provides details of the biocidal products that have been authorised and can be placed on the UK market. It also details products that have a HSE a Certificate of Exemption.
This webpage also provides links to the Article 9 Union list of Approval Active Substances, Article 95 List of Alternative Active Substance Supplier.
You will be able to determine which products you can use by following these definitions:
- Non-professional - this means that the product can be used by the general public;
- Professional/Industrial - this means that the product can only be used by people who are required to use biocides as part of their work and who have received appropriate information, instruction and training.
Biocides Authorised Products database
This database contains the details of the products that have UK authorisations/registrations under the UK Biocidal Products Regulations (UK BPR) or the EU Biocides Regulations (EU BPR). Authorisation/registration may at any time be subject to amendment or revocation.
Biocides Certificate of Exemptions database
This searchable database contains details of the Certificate of Exemptions issued for product authorisation applications currently being evaluated under the UK Biocidal Products Regulations (UK BPR) and for products being withdrawn (phased out) from the UK market under the UK BPR. Certificates of Exemption may at any time be subject to amendment or revocation.
Article 9 Union List of Approved Active substances
Once an active substance has been evaluated by the Rapporteur Member State and other Member States have been consulted, a decision will be made on whether the substance can be accepted for Approval entry.

A copy of the final assessment report for each active substance can also be found on the EU Commission website.
UK Active Substance Database
This searchable database lists the active substances which have a positive Approval decision. It presents important dates which now apply to products containing theses active substances in the relevant product type, (including those products already approved under the UK Control of Pesticides Regulations (COPR)), and for applying for authorisation in the UK under EU BPR.
It does not provide links to the BPD Annex I Inclusion or EU BPR approval decisions; these can be found on the EU Commission website.
Article 95 Alternative/Approved Active Substance Supplier List
According to Article 95 any person who wishes to place an active substance on its own or in biocidal product on the EU market needs to submit to the European Chemicals Agency (ECHA):
- a dossier complying with the requirements of Annex II; or
- a letter of access or a reference to dossier complying with the requirements of Annex II when data protection has expired.
ECHA are responsible for publishing the list of persons having submitter a dossier or a letter of access. The current list can be found on the ECHA website.
