Profile of Elaine Bailey

Martin Temple Elaine's career has spanned the construction, criminal justice and social housing sectors and she has worked in the private, public and not for profit sectors.

Elaine's first career was as a civil and structural engineer and she worked in the construction industry, largely on residential projects, for over 15 years before joining her Majesty's Prison Service (HMPS) where she directed the largest and fastest building programme to increase the number of prison places.

Elaine returned to the private sector in 2000 to become Managing Director of a UK/USA joint venture to operate a number of prisons in England and Scotland. She went on to become Business Development Director of Serco's Home Affairs Division, and was the driving force behind Serco's entry into international criminal justice markets. Elaine then became MD of Serco Home Affairs.

In 2014 Elaine joined the social housing sector as Chief Executive of The Hyde Group, one of the largest housing associations with 50,000 properties and delivering over 1000 additional properties each year. Following the Grenfell tragedy, Elaine led Hyde's initiative to make safe all their high-rise buildings, including the removal of flammable cladding; and she sits on the Industry Safety Steering Group, chaired by Dame Judith Hackitt, to change the culture of the construction industry.

Following her retirement a year ago, Elaine has taken up a number of non-Executive Board roles – three in the affordable housing space and the fourth in H&S accreditation. She is also a Trustee of a private family foundation working with disadvantaged young people.
