Provision of a contact centre and associated services at the Health and Safety Executive as part of the EASe programme (Easier Access to Services)

Introduction

The Health and Safety Executive (HSE) is inviting expressions of interest for provision of a multi-channel, multilingual Contact Centre to provide a high-quality single point-of-contact for its customers. This procurement is a component of HSE’s Easier Access to Services programme. The service will include handling of general transactions, receipt of notifications and provision of information and advice on health and safety topics. Note that HSE’s enforcement and permissioning responsibilities do not form part of this opportunity.  This opportunity arises from the expiry of existing contracts and a desire to build on the success of the existing services.

Interested parties are invited to download a description of the tender opportunity and to download and complete a Pre-Qualification Questionnaire (PQQ) document.  PQQs will be evaluated by a Board comprising persons who are suitably qualified to do so, using criteria outlined within the PQQ document.

All documents required to participate in this procurement process can be obtained from http://www.hse.gov.uk/sellingtohse/contracts.htm. An appropriate number of bidders who successfully demonstrate their capabilities, in line with HSE’s requirements, will be invited to enter the full stage of the tendering process, from which a successful supplier will be appointed.

Freedom of Information

HSE is committed to open government and to meeting their legal responsibilities under the Freedom of Information Act 2000.  Accordingly, all information submitted to a public authority may need to be disclosed by the public authority in response to a request under the Act. HSE may also decide to include certain information in the publication scheme, which HSE maintains under the Act.

If a bidder considers that any of the information included in their PQQ is commercially sensitive, it should identify it and explain (in broad terms) what harm may result from disclosure if a request is received, and the time period applicable to that sensitivity.
Bidders should be aware that, even where they have indicated that information is commercially sensitive, HSE might be required to disclose it under the Act if a request is received.

Bidders should also note that the receipt of any material marked ‘confidential’ or equivalent by HSE should not be taken to mean that HSE accepts any duty of confidence by virtue of that marking.

Instructions for completion

Bidders should answer all questions as accurately and concisely as possible on the Pre-Qualification Questionnaire provided. Where a question is not relevant, this should be indicated, with an explanation.

Questions should be answered in English.

The information supplied will be checked for completeness and compliance before responses are evaluated.

Following evaluation, in the event that none of the responses are deemed satisfactory, HSE reserves the right to terminate the procurement.

Failure to furnish the required information, make a satisfactory response to any question, or supply documentation referred to in responses, within the specified timescale, may mean that a bidder is not invited to participate further.

Submission of Completed PQQ's

Completed PQQs should be submitted electronically via email to the address detailed on the PQQ pro-forma no later than 13.00 hrs on 10 September 2008. Completed PQQs may be submitted at any time before the closing date. Please note that completed PQQs received after the closing date will be rejected.

Bidders are advised that HSE’s systems impose a file size limit of 20 megabytes on incoming and outgoing messages. Messages exceeding this limit will be blocked. Bidders should ensure that any documents attached to their message e.g. Health and Safety Policies do not cause this limit to be breached. Documents should not be password protected as these will also be blocked.

Once the procurement process has commenced, all communication relating to this exercise must be conducted in writing through HSE’s Procurement Unit. The PQQ details the process for raising queries in relation to the completion of the PQQ documentation.
