Small businesses and other organisations make an important contribution to Great Britain’s economic prosperity. They also account for a considerable number of health and safety incidents reported each year. Small businesses are not inherently dangerous but some do conduct certain activities that carry a high level of risk. 

Small businesses often find goal-based health and safety management difficult to apply. That is why HSE, local authorities and all services involved with small businesses are finding new ways to help small businesses understand how to comply with health and safety law in a way which is proportionate to the risks posed by their work activities.
