States that effective communications and workforce involvement in health and safety are recognised as critical to effective health and safety management. This entails devolution of roles and responsibility from safety department to staff and line management, and a revised role of the safety department from one of developing arrangements and enforcing compliance to one of leadership and facilitation. This passes challenges to the construction industry because of the complex command structure and use of subcontractors, and short term practices. Aims to ascertain the workforce participation in health and safety in the industry and to identify, through case studies, how these can be planned and implemented to improve health and safety performance in the context of the industry.
