This report details an evaluation of the activities undertaken during a pilot project on the development of relationships with Business Support Organisations (referred to as 'intermediaries') between October 1998 and autumn 2000 on behalf of the Health and Safety Executive (HSE) by consultants from the Foundation for Small and Medium Enterprise (SME) Development at the University of Durham. It also includes an evaluation of the approach adopted by HSE to introduce the lessons learned from the pilot nationally through its Field Operations Directorate (FOD).
