In recent years there has been a shift away from "top down" approaches to safety management due to the business and safety benefits of greater workforce involvement. It is recognised that workforce ownership and participation in health and safety is eesential for good safety management to be effective. Also, in latter day downsized and delayered organisations, firms rely much more on the workforce to operate the business.
