This is HSE’s first annual report against the business impact target (BIT), a cross-government regulatory reform target and statutory report set in each Parliament. The report is a statutory obligation of the Small Business, Enterprise and Employment Act (SBEE) 2015. As well as including information on regulatory provisions that have come into force or ceased to be in force during the parliamentary year 2016/2017, the report also includes HSE’s non-qualifying regulatory provisions from 26 May 2015 to 8 June 2017.

Glossary of Terms

The Government’s Regulatory Policy Committee has been appointed as the independent body with statutory responsibility for verifying all BIT Scores. In doing so, it scrutinises and advises whether the BIT Assessments that underpin BIT Scores for QRPs are considered fit for purpose by issuing an ‘opinion’.  It also assesses that the summary information for NQRPs is presented accurately.
