Regulation (EC) No 1907/2006 of the European Parliament and of the Council of 18 December 2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) (Corrigendum version, 29 May 2007) Please note that the legislation has been amended on a number of occasions since its original publication (see below).
An unofficial consolidated version of REACH has been produced by the European Commission. This incorporates all the amendments and corrigenda to REACH listed below, except the most recent amendments made to Annexes I and XIII by Regulations 252 and 253 of March 2011 (see below). Please note that this consolidated version does not represent a definitive statement of the law, but is provided to be helpful. The UK REACH CA assumes no liability for its contents.
Annex II of REACH on safety data sheets is being replaced in two phases by Commission Regulation (EU) No 453/2010 of 20 May 2010. From 1 December 2010, Annex II of REACH is replaced by Annex I of Regulation 453/2010, and from 1 June 2015, Annex II of REACH is replaced by Annex II of Regulation 453/2010.
Revisions to Annexes I and XIII of REACH have been introduced by Regulation (EU) No. 252/2011 and Regulation (EU) No. 253/2011 of 15 March 2011 respectively.
Annex XIV of REACH (authorisation) has been amended by Regulation (EU) No. 143/2011of 17 February 2011 to include the first 6 substances subject to authorisation. A Corrigendum to this Regulation has also been published which corrects errors in the original version.
Annex XVII of REACH was substantially revised by Commission Regulation (EC) No 552/2009 of 22 June 2009, and more recently by Commission Regulation (EU) No 276/2010 of 31 March 2010 and Commission Regulation (EU) No 207/2011 of 2nd March.
Annex XI of REACH has been amended by Commission Regulation (EC) No 134/2009 of 16 February 2009.
The CLP Regulation (Regulation (EC) No 1272/2008 of the European Parliament and of the Council [6.58 MB] of 16 December 2008 on classification, labelling and packaging of substances and mixtures) has made a number of amendments throughout REACH.
Annexes IV and V of REACH were amended by Commission Regulation (EC) No 987/2008 of 8 October 2008.
The definition of 'phase-in substance' contained in Article 3(20) of REACH has been amended to take account of the accession of Bulgaria and Romania to the EU in January 2007 (Council Regulation (EC) No 1354/2007 of 15 November 2007).
Article 3(20)(c) on no-longer-polymers has been corrected (Corrigendum, 5 February 2009).
The REACH Enforcement Regulations 2008 (SI 2008/2852) provide for the enforcement of REACH in the UK. For more information on enforcement, please visit the enforcement pages of the UK REACH CA website.
The REACH (Appointment of Competent Authorities) Regulations 2007 (SI 2007/1742) appoint the UK Competent Authorities for REACH.
The fees and charges payable to the European Chemicals Agency (ECHA) under REACH are set out in Commission Regulation (EC) No 340/2008 of 16 April 2008.
The test methods pursuant to REACH are set out in Commission Regulation (EC) No 440/2008 [13.4MB] of 30 May 2008 (and its related Corrigendum ). This Regulation was amended by Commission Regulation (EC) No 761/2009 [2.49MB] of 23 July 2009 for the purpose of its adaptation to technical progress.
The rules on the organisation and procedure of the ECHA Board of Appeal are set out in Commission Regulation (EC) No 771/2008 of 1 August 2008. Commission Regulation (EC) No 1238/2007 of 23 October 2007 lays down the rules on the qualifications of the members of the Board of Appeal.
Directive 2006/121/EC amends Directive 67/548/EEC ('the Dangerous Substances Directive') in light of REACH and deletes its rules on the notification and risk assessment of chemicals (Corrigendum version, 29 May 2007).

Annex 2 of REACH (see page 4) sets out how registrants are to assess and document that the risks arising from the substance they manufacture or import are adequately controlled during manufacture and their own use(s) and that others further down the supply chain can adequately control the risks.
Annexes VI to X of REACH specify the information that shall be submitted for registration and evaluation purposes according to Articles 10, 12, 13, 40, 41 and 46.
Annex VI sets out the information that must be submitted with every registration. Annex VII sets out the standard requirements for the lowest tonnage level. Every time a new tonnage level is reached, the additional requirements of the corresponding Annex must also be added.
Annexes IV and V of REACH set out the various exemptions from registration in accordance with Articles 2(7)(a) and (b).
Annex I of REACH sets out the requirements for safety data sheets that must be provided with substances or preparations in accordance with Article 31.
Annex XIV will contain the list of substances subject to authorisation, though currently this Annex is empty.
During the authorisation process, Member States' Competent Authorities or the European Chemicals Agency (ECHA), on a request by the Commission, may prepare Annex XV dossiers for the identification of 'substances of very high concern'. The outcome of this identification procedure is a list of substances ('the candidate list' ), which are candidates for eventual inclusion in Annex XIV of REACH.
Annex XVII of REACH contains a list of substances, groups of substances or preparations for which there is a restriction on their manufacture, importation, supply or use. Annex XVII was recently amended by Commission Regulation (EC) No 552/2009 and by Commission Regulation (EU) No 276/2010.
