Much material here was first issued to accompany the 1996 inception of the adventure activities licensing regime. Regulations were revised in 2004 and subsequently the Adventure Activities Licensing Authority (AALA) merged with HSE. In 2007, a new regime emerged with HSE as designated AALA and Tourism Quality Services Ltd (TQS) – the previous AALA – contracted as the Adventure Activities Licensing Service (AALS) to provide administrative and inspection functions for HSE. While providers may not witness routine difference, the legal position is different.

This revised guidance reflects that and also documents ‘lessons learned’ from the previous operation and clarifies former areas of confusion. Technical content has also been updated where required.
