Guidance aligned to the Regulations - cited within - mainly concerned with safety requirements for explosives and security controls for their transfer. They apply to explosives intended for civil sector use but ammunition, explosives intended for military or police use, and pyrotechnic articles - including fireworks - are generally excluded.
