Guidance for those who may be affected by the Regulations, which are primarily concerned with the security of explosives. These replace previous requirements for police authorisation to acquire and keep certain explosives, extend earlier record-keeping duties and update controls on the types and quantities of explosives that may be kept for private use and not for sale.
Each of the 19 regulations, which cover all aspects of certification, any appeals and applications to the Crown Court of Sheriff, acquisition and keeping, transfer and reporting (including loss) are set out in full.
