Addressed to those with direct responsibility for ensuring the safety of such operations, including the harbour or port authority and the owners, operators or users of the berths. Applies to all berths used by seagoing ships and those used by inland waterway traffic. Providing practical measures regarding the design, construction, operation and maintenance of general equipment and facilities such as pipelines or jetties.

Designed to protect those directly involved (including shore staff and marine crews) and others who may be affected by operations. In addition to fire and explosion, it also examines the three other 'main events' which have the potential to cause 'significant harm', namely the release of toxic substances, corrosive materials or marine pollutants.
