A spokesman for HSE said: "HSE publishes guidance for organisers of public displays to help them run events safely. It sets out the sensible steps that organisers should take to prevent injuries and accidents. One of the key points of this advice is that its important to keep a sense of proportion - the level of detail planning needed for a major public event is clearly not necessary at a local firework display, such as those organised by many sports clubs, schools or parish councils. The guidelines are not aimed at families setting off fireworks in their own gardens."
