I share Aldhun Levitt's horror (letters, 30 August) at the recent Loch Gairloch canoeing tragedy. Nobody could be unmoved by the loss of life and the plight of the survivors.
It is important to note, however, that the Health and Safety Executive has in fact no authority to act either in the known circumstances of this sad case or in the example, also quoted, of precautions for commercial sea trips.
