While much of The Herald coverage of the ICL Plastics explosion has been balanced, I regret that your editorial on 17 May picked up the highly speculative comments and criticism in the Sunday Herald about HSE's role in the investigation. Your correspondent Hamish Scott (20 May) adds to the unhelpful conjecture by questioning the role of HSE in the inquiry.
HSE has responsibilities of inspection and investigation under the Health and Safety at Work Act; we have successfully fulfilled this dual role for many years. The law places the responsibility for workplace health and safety clearly upon those who create the risks; it is entirely appropriate that HSE should investigate whether the law was complied with in this case.
