You must not export chemicals that are subject to export ban.

If you have been through the steps in How to identify restricted exports and:

• none of the checked substances in your exported substances or preparations is listed in Annex I or Annex V, you should still comply with the general chemical exportation requirements on export;
• none of the checked substances in your exported articles is listed in Annex I or Annex V, and the article itself is not subject to export ban, you have no additional duties under EU Regulation (EC) No. 689/2008.  For general guidance on exportation requirements see HMRC export home page.
• the checked substances in your exported substances or preparations are listed only in Part 1 of Annex I; or the checked substances in your exported articles are listed in Part 2 or 3 of Annex I then you need to comply with the export notification procedure.
• the checked substances in your exported substances or preparations are listed in Part 1 of Annex I and also
  • in Part 2 of Annex I, then you need to comply with the PIC notification procedure which requires export notification and explicit consent
  • in Part 3 of Annex I, then you need to comply with the PIC procedure which requires export notification and explicit consent
