New Processes and Procedures for Plant Protection Products – Feedback Requested

Background

HSE introduced new processes and procedures for the authorisation of plant protection product applications under Regulation (EC) No 1107/2009 on 29th June 2016. 

The key objectives of the new processes and procedures were to increase the predictability in the delivery of regulatory decisions and ensure HSE fully recovers the costs of all work involved in the evaluation process.

First six months experience

The new processes and procedures have now been in operation for over six months.

Whilst this timeframe is not sufficient for an application to have gone through the complete process and an authorisation granted, HSE is undertaking an early review to ensure that the initial stages of the new processes and procedures are working effectively and will deliver on the key objectives. The main focus of the review is therefore on how well the changes were communicated, the clarity of the new documentation, and the effectiveness of the new detailed technical sift. 

As part of this review HSE is seeking the views of stakeholders on their experiences. We are also seeking your feedback on the approach HSE took to implementing the new processes and procedures.
