Guidance reflecting the reality that cellular plastics (CPs) - as used in products from packaging to domestic furniture - can ignite easily from the smallest of sources such as a household match. Moreover, the document emphasises that such fires will grow rapidly producing large volumes of thick, black, toxic smoke with obvious public and environmental dangers.

Accordingly this study provides critical advice covering the range of CP uses - such as foams, polystyrene and other polymer compositions - and the particularly dangerous smoke they can produce, eg polyurethanes release cyanide and other toxins. For manufacturers, converters, users and occupiers of CP storage facilities, it provides a range of control measures. In addition to general safety, it covers essentials like housekeeping and suitable storage accommodation.
