External corrosion inspection project
The aim of the project is to reduce risks from external corrosion on offshore installations through a combination of improvements to dutyholder management systems and the physical condition of offshore installations. This will be achieved by undertaking a planned programme of inspection of production installation dutyholders from July 2007 to March 2010. The inspections will be undertaken using the template entitled External corrosion project template [195KB].

Verification inspection project
The aim of the project is to ensure dutyholder compliance with the regulations and to encourage effective integration of the verification scheme within the dutyholder Safety Management System. This will be achieved by undertaking a planned programme of inspection of production installation dutyholders from October 2007 to March 2010.

Inspecting offshore dutyholders safety audit arrangements
In this project, we are inspecting the safety audit arrangements and their effectiveness in the offshore sector. We are looking at both local audits on the installation (of such things as permits, isolations and competence) and also at the corporate level for Safety Management System audits. To do this we have developed an inspection and assessment methodology that allows us to measure the coverage and effectiveness of safety audit arrangements. We are taking the findings from these assessments and analysing them in terms of the capability of the organization to learn, identify good practice and correct weak areas.
To date we have presented the methodology to the industry via several conferences on asset integrity but interim findings will only be reported to HSE management, as it is too early to draw firm conclusions. We will be making the assessment tools available for companies to use to make their own assessments.

Contractor competence and dutyholder relationships
The aim is to verify the existence of adequate dutyholder / contractor interface management systems for ensuring the provision of competent contractor staff and appropriate contracted services through a programme of targeted interventions.

Management of change
To deliver an appropriate intervention to challenge the effectiveness of individual dutyholder’s systems for the management of change. The Management of change includes the identification of change with an impact on safety, assessing the effect of such changes on risk and ensuring the risks are controlled to ALARP throughout the implementation of the change and over the life cycle of an offshore installation.
