The 2006 revision of the Safety Assessment Principles

The SAPs provide guidance to ONR’s inspectors when assessing a safety case and its supporting documentation. This includes guidance on proportionality and the completeness of a safety case and what to look for when judging whether a duty holder has done sufficient to meet regulatory requirements.

In reviewing and revising the principles, ONR took into account the technical interests and comments of others through inviting early comment on specific technical topic areas, and undertaking wider consultation via formal stakeholder engagement (April - May 2006). The stakeholder engagement was not a legal requirement since it was not a consultation on new legislation, but was carried out to give assurance that the SAPs are understood by the industry and other relevant stakeholders.

All comments received on the revised SAPs during the formal stakeholder engagement (April - May 2006) have been addressed. Our responses to the comments have been tablulated and our responses, and supporting documents are included below.
