This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Hinkley Point A Site Stakeholder Group (SSG) and covers activities associated with the regulation of safety at Hinkley Point A Power Station. These reports are distributed quarterly and are also available on the HSE’s web site at http://www.hse.gov.uk/nuclear/llc/index.htm. Site inspectors of HM Nuclear Installations Inspectorate usually attend SSG meetings and will respond to questions raised there by members of the SSG. Annual review of safety meeting: – This meeting is held every 12 months to allow the licensee to demonstrate to NII their safety performance over the past year.
NII is undertaking a project to assess the adequacy of decommissioning plans and programmes on Magnox South sites. The concern is that plans and programmes have changed recently and this has added significantly to the time for entry of many Magnox South sites into Care & Maintenance. Care & Maintenance is a period prior to final site decommissioning and clearance where the significant mobile radiological hazards have been removed from site or passivated and put into interim secure storage. Several major projects have been selected across Magnox South where NII wishes to form a judgment as to the adequacy of plans to decommission and put into passive form Intermediate Level Waste (ILW).
One of these is the retrieval, passivation and interim storage of Wet ILW at Hinkley Point A. Over the period, preliminary engagement with the site and data gathering was undertaken to allow NII to subsequently form a judgment as to whether the current plans concerning Wet ILW are adequate.
The Inspectorate has power under the Licence to issue Consents, Approvals and Directions. In addition the Inspectorate uses Licence Instruments to issue Specifications and Agreements under the conditions attached to the Licence.
