This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Bradwell Power Station Local Community Liaison Council (LCLC) and covers activities associated with the regulation of safety at Bradwell Power Station. These reports are distributed quarterly and are available also from the Internet at http://www.hse.gov.uk/nuclear/index.htm . Site Inspectors of HM Nuclear Installations Inspectorateattend LCLC meetings and will respond to questions raised there by members of the LCLC. Bradwell was visited for inspections and meetings on four occasions during this quarter. The visits were made on the following dates:
17th April 2008
28th - 30th April 2008
19th - 22nd May 2008
16th - 19th June 2008
The main thrust in this period has been concerned with Bradwell’s progress with decommissioning projects and an investigation into an unplanned worker dose event in the ponds area.
The NII site inspector visited site to inspect the marking of the site boundary and found this to be adequate, following one minor change. Discussions were also held on the final proposals for the scenario of the planned Level 1 Exercise.
Level 1 emergency exercise Sigma was observed by an NII team on 17th June. NII judged that this was an adequate demonstration but identified that the site’s performance in some areas relating to dose awareness could be improved.
An NII team visited Bradwell on 19th - 21st May to under take a reactive inspection following an event on 9th April where five ponds workers were found to have received unplanned dose levels (dose levels above which action should have been taken to leave the radiation work area). NII concurred with the findings of a separate Magnox investigation and agreed that the site had identified appropriate recovery actions. NII site inspector will continue to inspect progress against a formal action plan as part of normal business.
The Inspectorate has powers under the Nuclear Site Licence to issue Consents, Approvals and Directions. In addition, the Inspectorate uses Licence Instruments to issue Specifications and Agreements under the conditions attached to the Licence.
No Licence Instruments were issued during the period.
