Foreword

This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Bradwell Power Station’s Local Community Liaison Council (LCLC) and covers activities associated with the regulation of safety at Bradwell Nuclear Power Station. Site Inspectors of HM Nuclear Installations Inspectorate (NII) normally attend LCLC meetings and will respond to any questions raised there or subsequently by members of the LCLC. Summary

Bradwell was visited for inspections and meetings on one occasion during this period, the inspection being of a routine nature.  The visit was made on the following dates:

The main thrust in this period has been concerned with Bradwell’s continued compliance with the requirements of the Nuclear Site Licence and with the challenges presented by the revised programme of work following reduced NDA funding.

Routine matters

Routine inspections

Routine inspections were carried out against the following Licence Conditions (LC) in this quarter:

LC11       Emergency Arrangements

An NII team observed emergency demonstration exercise ‘Ford’ on 7 June. NII judged that Bradwell demonstrated adequate emergency arrangements with a good overall performance and strong performances in some areas.

Meetings

Discussions were held with the team who are producing the rebaselined (post defuelled) decommissioning safety case. This safety case will be reviewed by NII in October/November 2007 and will be followed by an on site NII inspection to seek evidence of adequate implementation of the associated safety management arrangements.

Regulatory activity

Licence Instruments

The Inspectorate has power under the Licence to issue Consents, Approvals and Directions. In addition, the Inspectorate uses Licence Instruments to issue Specifications and Agreements under the conditions attached to the Licence.

No Licence Instruments were issued in this period.
