Foreword

This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Berkeley Nuclear Licensed Site (BNLS) Site Stakeholder Group (SSG) and covers activities associated with the regulation of safety at BNLS. These reports are distributed quarterly and are also available on the HSE’s web site at http://www.hse.gov.uk/nuclear/llc/index.htm. Site inspectors of HM Nuclear Installations Inspectorate usually attend SSG meetings and will respond to questions raised there by members of the SSG. Summary

Berkeley was visited for routine inspections and meetings on one occasion during this quarter.  The visits were made on the following dates:

12 – 15 November 2007

The main thrust in this period has been concerned with Berkeley’s continued compliance with the requirements of the Nuclear Site Licence. Decommissioning project work has been deferred following reduced NDA funding.

Routine matters

Routine inspections

Progress with the post Active Effluent Treatment Plant overflow event site wide Improvement Programme was inspected on 13 November. Revised arrangements for procedural control, conduct of operations and maintenance operations were found to be adequate.

NII witnessed a Level 1 emergency demonstration exercise ‘Newbury’ on 14th November.  The team judged that the exercise was a good demonstration of the emergency arrangements.

NII attended the annual regulatory review meeting on 15th November and stated that, overall, the site team had maintained a professional attitude and focus on safety despite what had been a challenging year due to the significant changes and uncertainty caused by the NDA funding cuts.

Regulatory activity

Licence Instruments

The Inspectorate has powers under the Nuclear Site Licence to issue Consents, Approvals and Directions.  In addition, the Inspectorate uses Licence Instruments to issue Specifications and Agreements under the conditions attached to the Licence.

No Licence Instruments were issued during the period.
