Foreword

This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Berkeley Nuclear Licensed Site (BNLS) Site Stakeholder Group (SSG) and covers activities associated with the regulation of safety at BNLS. These reports are distributed quarterly and are available also from the Internet at http://www.hse.gov.uk/nuclear/index.htm. Site Inspectors of HM Nuclear Installations Inspectorate (part of the Health and Safety Executive’s Nuclear Directorate) usually attend Site Stakeholder Group meetings and will be happy to respond to any questions raised there by members of the group. Any other person wishing to inquire about matters covered by this report should contact the HSE’s Nuclear Directorate on 0151-951-3484/3290.

Summary

Berkeley was visited for routine inspections and meetings on three occasions during this quarter.  The visits were made on the following dates::

The main thrust in this period has been concerned with Berkeley’s continued compliance with the requirements of the Nuclear Site Licence. Decommissioning project work is on hold pending an agreed way ahead for a revised programme of work following reduced NDA funding.

Routine matters

Routine inspections

The NII Chief Inspector made a routine acquaint visit on July 11th.

The NII site inspector lead an NII investigation on 7-9th August into the Active Effluent Treatment Plant overflow event that occurred on March 20th. NII identified shortfalls and inadequate practices that include plant configuration control, plant material condition, operational practices, operating procedures and maintenance regime.

Berkeley site have reacted accordingly and have put in place a site wide Improvement Programme to address the shortfalls. NII site inspector has inspected the programme and has written to the Berkeley Site Director, stating that the Improvement Programme is an appropriate response by the site, however, NII site inspector will reconsider the need to take formal regulatory action in future if the improvements identified within the programme are delayed or are not implemented without good reason.

Regulatory activity

Licence Instruments

The Inspectorate has power under the Licence to issue Consents, Approvals and Directions. In addition, the Inspectorate uses Licence Instruments to issue Specifications and Agreements under the conditions attached to the Licence.

No Licence Instruments were issued during the period.
