Foreword

This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Berkeley Power Station and Centre Site Stakeholder Group, SSG, and covers activities associated with the regulation of safety at Berkeley Power Station and Centre. These reports are distributed quarterly. Site Inspectors of HM Nuclear Installations Inspectorate attend meetings and will be happy to respond to questions raised there by members of the SSG. Inspections

Berkeley was visited for routine inspections and meetings on three occasions during this quarter. The visits were made on the following dates:

The main thrust in this period has been concerned with Berkeley’s continued compliance with the requirements of the Nuclear Site Licence and the revised programme of work following reduced NDA funding.

Berkeley site have reported four safety related incidents to the NII site inspector during this period.  One incident has revealed that improvements are required relating to compliance with Licence Condition 28: Examination, Maintenance Inspection and Testing.  Site has undertaken a detailed and open investigation and the NII site inspector will inspect the implementation of agreed LC28 compliance recovery actions in due course.

Routine matters

Routine Inspections

Routine inspections were carried out against the following Licence Conditions (LC) in this quarter:

LC11 - The NII site inspector has agreed in principal to a revision of the on site emergency response facilities and infrastructure, subject to an adequate demonstration of the revised arrangements to NII in September 2007. As an interim measure on March 20th the NII site inspector observed, on a non-formal basis, a training emergency exercise to demonstrate that the extant arrangements remain adequate post partial delicensing. The NII site inspector judged that the extant arrangements were demonstrated to a good standard.

LC36 - The NII site inspector reviewed the arrangements for the implementation of management of change procedures relating to the appointment of lead team members for the purpose of filling existing vacancies on the Berkeley site. The NII site inspector found that, whilst the site had followed the company procedure as written, part of the procedure was open to interpretation. The site and NII site inspector have agreed on how management of change procedures will be applied in future.

Non-routine matters

As part of a programme of inspections being undertaken across the UK nuclear reactor sites, the NII site inspector invited a specialist HSE radiological inspector to review Berkeley’s arrangements for the management of worker radiological dose on February 20th.  The specialist HSE inspector found the arrangements for the management of radiological dose to be good with a small number of low level recommendations for improvement being identified.

Following an incident on site on February 1st where a member of staff had suffered a crushing type injury to his pelvic area, the NII site inspector invited a Bristol HSE Field Operations Division (FOD) inspector to site on February 20th to review how Berkeley site had responded, investigated and reported the incident and how they were planning to learn lessons to avoid reoccurrence of a similar event.  Notwithstanding the failures that lead to the incident, the HSE FOD inspector judged that overall the Berkeley response was robust and superior to that which she has experienced in non nuclear industries.

Regulatory activity

Licence Instruments

The Inspectorate has power under the Licence to issue Consents, Approvals and Directions.  In addition, the Inspectorate uses Licence Instruments to issue Specifications and Agreements under the conditions attached to the Licence.

No Licence Instruments were issued during the period.
