This report is issued as part of the Health and Safety Executive’s commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the URENCO (Capenhurst) Ltd Local Liaison Committee and covers activities associated with the regulation of safety at the URENCO (Capenhurst) Ltd Nuclear Licensed Site. These reports are distributed quarterly. Site Inspectors of HM Nuclear Installations Inspectorate normally attend LLC meetings and will be happy to respond to questions raised there or subsequently by members of the LLC. Each NII Site Inspector has an inspection programme to inspect compliance of operations on the site with the 36 Nuclear Site Licence Conditions (LCs). During this quarter particular attention has been paid to compliance by the licensee to licence conditions :-
No issues were raised from the compliance inspections undertaken during this period that required formal regulatory action.
The inspection concluded that overall the top tier UCL LC25 arrangements appeared to cover the majority of required elements outlined in the NII LC25 Inspection Guidance Document. However UCL accepted that there were a number of areas that could be improved and they will be considered in the forthcoming review of the UCL LC25 arrangements. The implementation of the LC25 arrangements within the various Operational Units across the site will be investigated during future NII site inspection visits.
Further inspections of the UCL arrangements for LC24 and their implementation at various operational plants were carried out. These inspections confirmed many of the findings of the previous LC24 inspections carried out during the previous report period. UCL agreed to reflect on the comments and observations made by NII during the inspections within their programmed review of their LC24 arrangements including the requirement to sustain a programme for a periodic review of the instructions.
Discussions were held with UCL regarding the findings from a number of recent NII inspections that the UCL Licence Compliance documentation had not been reviewed by the stated review date. The UCL programme for revising the UCL NSL Compliance Arrangements and Statements had indicated that all 36 LC compliance documents should have been completed by May 05. UCL accepted that the programme had slipped but demonstrated that over 25 of the documents had been issued and implemented. Recent inspections indicating “out of ticket” arrangements had unfortunately selected some of the small number of Licence Conditions for which the arrangements had still to be updated/reviewed. UCL agreed to provide to NII an updated position statement on the UCL Licence Compliance documentation review and the programme to complete these reviews.
A meeting was held with UCL and BNGSL Capenhurst to outline NII plans for a forthcoming “unannounced” emergency exercise, to test the arrangements for processing the ‘criticality belts’. The objective of this exercise is for the licensee and relevant Approved Dosimetry Service (ADS) (Sellafield-Westlakes) to provide a full demonstration of their arrangements for the collection, segregation and measurement of special accident criticality dosimetry (“criticality belts”), the subsequent dose assessment and the timely provision of relevant dose information to the employer. It is proposed that the demonstration exercise will be carried out in real time and it is anticipated that parts of the demonstration will extend outside normal working hours, because of the transit time between Capenhurst and Sellafield.
