This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Hinkley Point A Power Station, Site Stakeholder Group and covers activities associated with the regulation of safety at Hinkley Point A Decommissioning Site. These reports are distributed quarterly and are available also from the Internet at http://www.hse.gov.uk/nuclear/index.htm. Site Inspectors of HM Nuclear Installations Inspectorate (NII) attend SSG meetings and will be happy to respond to questions raised there by members of the SSG. Three site visits have been made during this quarter:
Over the quarter, the licensee’s arrangements under the following Licence Conditions were inspected:
Generally the licensee’s arrangements under these Licence Conditions were judged to be adequate. However the following significant issues were identified:
LC2 – The signage marking the site boundary identifies only the organisation “British Nuclear Group”, which is neither the licensee (Magnox Electric Ltd) nor owner of the site (NDA). A recommendation has been made to properly identify those organisations with primary responsibility for safety (the licensee) and ownership (NDA) on these signs.
LC11 – There were no properly documented emergency arrangements covering the Ponds areas and work therein. This was disappointing since this area undertakes work of significant nuclear safety importance and is primarily manned by the licensees’ own staff, rather than contractors.
I was content that there were no immediate safety concerns with these items, and the licensee has been notified formally and is taking corrective actions.
In addition a Level 1 Emergency Exercise was demonstrated. This was a good demonstration of the site’s emergency preparedness and some very good performances by key staff on the day.
Two inspections have been made of the ILW Store construction site. This appears to be progressing well with evidence that a good safety culture is in place.
None over this period.
The Inspectorate has power under the Licence to issue Consents, Approvals and Directions. In addition the Inspectorate uses Licence Instruments to issue Specifications and Agreements under the conditions attached to the Licence.
No such regulatory activity has taken place during this period.
