Foreword

This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Hinkley Point A Power Station, Site Stakeholder Group and covers activities associated with the regulation of safety at Hinkley Point A Power Station. These reports are distributed quarterly. Site Inspectors of HM Nuclear Installations Inspectorate attend SSG meetings and will be happy to respond to questions raised there by members of the SSG. Routine matters

Three site visits have been made during this quarter:

Nuclear Safety

Over the period, formal inspection were undertaken of the site’s radioactive waste management arrangements under licence conditions 32, 33 & 34. The arrangements for tracking, processing and disposing of waste were generally found to be good, although a number of issues were raised with the site, the most significant of which was uncertainty in the disposal route for contaminated waste oil. The licensee has also prepared a Radioactive Waste Safety Case for the site, which has been the subject of NII review. The safety case was found to be adequate.

I attended, with a specialist from NII, a meeting on the site’s Decommissioning Strategy, particularly interested in their approach to processing ILW. This enabled the Licensee to present their proposals for dealing with ILW waste and for NII to provide feedback on what we consider to be best practice in this area.

License condition 15 requires the licensee to review the safety of the site periodically. The site has recently completed their PSR, which has been reviewed by NII and found to be adequate. A programme of related post PSR work is presently being discussed with NII and will be undertaken in the near future.

Conventional Safety

A benchmarking inspection on conventional safety was undertaken by an expert form HSE. The licensee’s approach to conventional safety was generally found to be good, with areas for improvement including aspects of risk assessment.

A visit was made to site by a construction safety expert from HSE during this period. He inspected two of the major decommissioning projects on site: CW Pump House deplanting and Turbine Hall deplanting, and was generally satisfied with the standard of safety he observed.

I conducted an investigation into an incident where a worker was injured while working with a forklift truck in March; I was assisted by a conventional safety expert from HSE. The licensee had voluntarily suspended operations using similar trucks after the incident occurred. Advice was provided to the licensee on how to improve conventional safety risk assessments and general management of the work area.

Regulatory activity

The Inspectorate has power under the Licence to issue Consents, Approvals and Directions. In addition the Inspectorate uses Licence Instruments to issue Specifications and Agreements under the conditions attached to the Licence.

No such regulatory activity has taken place during this period.
