This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Hinkley Point A Power Station, Site Stakeholder Group and covers activities associated with the regulation of safety at Hinkley Point A Power Station. These reports are distributed quarterly. Site Inspectors of HM Nuclear Installations Inspectorate attend SSG meetings and will be happy to respond to questions raised there by members of the SSG. Mr P Ford started as the new site inspector for Hinkley A on 1 st April, taking over from Mr Burrows. Two site inspections were conducted this quarter:
The first of these was conducted as a familiarisation visit, in company of Mr Burrows, as part of the formal handover arrangements when transfer of responsibility for nuclear regulation is passed to the incumbent inspector. The second, aimed at verifying Magnox Electric’s safety arrangements, involved:
The compliance inspection on training and DAPs & SQEPs found that generally the arrangements were adequate. A number of relatively minor issues were found, principally an out-of-date authorisation for one DAP and the consistency of SQEP checking of contractors. Evidence was provided that the DAP in question was indeed qualified and the lack of authorisation was a paperwork error. Improvements to the way SQEP status of contractors is confirmed are being pursued by the Licensee.
Hinkley Point A’s 2005 Periodic Safety Review (PSR) was submitted in Autumn 2004. NII has completed its assessment of the site's Periodic Safety Review, carried out as part of its arrangements under Licence Condition 15. Our assessment has concluded that the Licensee has undertaken a suitable and sufficient review of its safety case. A small number of issues have been identified - discussions are ongoing to develop a mutually acceptable way forward to address these. A further progress report will appear in the next [Name of these reports] updating this position.
HSE are continuing a review of decommissioning of power reactors from a regulatory perspective, led by the corporate inspector.

The Inspectorate has power under the Licence to issue Consents, Approvals and Directions. In addition the Inspectorate uses Licence Instruments to issue Specifications and Agreements under the conditions attached to the Licence.
The Inspectorate has approved a revision to the site emergency plan. This was required because of the replacement of an old communications system (NNARC) with an improved system (NIAS).
