Foreword

This report is issued as part of the Health and Safety Executive’s commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Clyde Local Liaison Committee and covers activities associated with the regulation of nuclear safety at HM Naval Base Clyde. These reports are distributed quarterly. Site Inspectors of HM Nuclear Installations Inspectorate normally attend LLC meetings and will be happy to respond to questions raised there or subsequently by members of the LLC. Inspections

Visits are made to the HM Naval Base Clyde for the purpose of undertaking routine plant and project inspections or meeting site management or safety representatives. The Base consists of two sites at Faslane and Coulport. NII inspectors visited these sites during the quarter as follows:

Routine matters

NII’s normal method of business is to inspect HM Naval Base Clyde in accordance with a planned inspection programme and to discuss any matters arising with site staff. Inspections are undertaken for the purpose of monitoring compliance with the relevant provisions of the Health and Safety at Work etc. Act (1974) including the Ionising Radiations Regulations 1999 (IRRs), and the Radiation (Emergency Preparedness and Public Information) Regulations 2001 (REPPIR) at the two sites.

Meetings are also held routinely to discuss matters that affect the continued safe operation of the base. Discussions are also held with the Ministry of Defence Regulator, on matters of mutual interest.

Inspection topics covered during the above visits included:

  1. Attendance at a Balance of Investment workshop addressing the improvement works being undertaken at the Clyde sites;
  2. Inspection of the site systems for recording, investigating events on site and Learning from Experience;
  3. Discussions with Safety Representatives; and
  4. Discussions with site on the implementation of the Fire (Scotland) Act.

In general, the inspections indicated that the sites are continuing to manage and control the activities in a satisfactory manner, some improvements that the sites have identified to make were discussed but no significant issues were identified.

Non-routine matters

It is HSE-NII policcy to periodically change the staffing of site inspection posts. On 1 April 2006 NII appointed a new Site Inspector for the Clyde Sites. On 19 to 21 April NII Site Inspectors visited the site to effect handover of site inspection responsibilities.

On 1 and 2 June 2006, the Site Inspector accompanied the Chief Inspector Nuclear Installations and the Deputy Chief Executive of the Health and Safety Executive when they visited the sites at the invitation of the Naval Base Commander.

Regulatory activity

The Inspectorate has taken no formal enforcement action on the Clyde sites during this period.
