It is for distribution to members of the Chapelcross Site Stakeholder Group (SSG) and covers activities associated with the regulation of safety at Chapelcross Power Station. Site Inspectors of HM Nuclear Installations Inspectorate (part of the Health and Safety Executive’s Nuclear Directorate) attend SSG meetings and will be happy to respond to any questions raised there or subsequently by members of the SSG. The HMNII Site Inspector made the following planned visits during the period:
A team of HMNII inspectors undertook an inspection on management of organisational change as one of a series of themed inspections across defuelling and operational MEL licensed sites.
The NII site inspector undertook a joint inspection with the SEPA site inspector on liquid effluent.
Routine inspections continued throughout the period to check compliance with the conditions attached to the Nuclear Site Licence.
Progress continued to be made on removing radioactive waste that has accumulated on the site, and on the provision of a radioactive waste processing facility.
The management and recording of events that occurred on the station during the period were inspected. Most of the events were relatively minor, although one is highlighted below.
A significant fall of asbestos from one of the heat exchangers occurred on 4 December 2006. Nuclear safety was maintained at all times during and after the incident. An inspection has been arranged with HSE’s asbestos specialists to determine how Chapelcross plans to deal with asbestos on the site.

Modification work continued on the upgrading of the fuel route discharge machines and associated plant, and our assessment work on related matters continued. Testing of systems continued and commissioning to integrate the systems started, along with training of staff. As a result of the increased activity, the number of inspections increased during the period and HMNII undertook inspections at Chapelcross on training, commissioning, mechanical engineering, electrical engineering, radiation protection and quality assurance.
The Inspectorate has powers under the Nuclear Site Licence to issue regulatory documents collectively termed Licence Instruments. These Licence Instruments are issued under the licence conditions and arrangements and include Consents, Approvals, Directions, Specifications, Notifications and Agreements. The following licence instrument was issued during the quarter:
Under Health and Safety Legislation the Site Inspector, or other HSE Inspectors, may issue formal notices to secure improvements to safety. No such notices were issued during the quarter.
