Foreword

This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Chapelcross Site Stakeholder Group (SSG) and covers activities associated with the regulation of safety at Chapelcross Power Station. These reports are distributed quarterly. Site Inspectors of HM Nuclear Installations Inspectorate normally attend SSG meetings and will be happy to respond to any questions raised there or subsequently by members of the SSG. Routine matters

Compliance with Site Licence conditions

Routine inspections continued throughout the period to check compliance with the conditions attached to the Nuclear Site Licence.

Progress continued to be made on removing radioactive waste that has accumulated on the site, and on the provision of a radioactive waste processing facility. MEL has produced new documentation covering the management of radioactive waste, which should ensure that the production of waste is minimised.

Incidents on site

The management and recording of events that occurred on the station during the period were inspected. Most of the events were relatively minor, although there were a number of related events that were discussed with site staff.

A number of incidents occurred during the quarter when there were collisions between overhead cranes and other structures inside buildings. These occurred when the cranes had been returned to service following maintenance for an extended period. MEL is reviewing whether further checks on return to service could prevent future problems.

Meetings attended

The following meetings were attended:

Level 1 emergency exercises

A team from HMNII witnessed the Level 1 Emergency Exercise Fiona on 24 May. The scenario was a challenging one. HMNII concluded that the exercise provided an adequate demonstration of the emergency arrangements.

Non-routine matters

Fuel route improvement/defuelling project

Modification work continued on the upgrading of the fuel route discharges machines and associated plant, and our assessment work on related matters continued. The upgrade work was on programme at the end of the quarter.

Work on potential revisions to the Emergency Plan to cover defuelling is ongoing.

Decommissioning

The environmental management plan, which was provided by MEL during the previous quarter, is being assessed by HMNII.

Regulatory activity

Site Licence:

The Inspectorate has powers under the Nuclear Site Licence to issue regulatory documents collectively termed Licence Instruments. These Licence Instruments are issued under the licence conditions and arrangements and include Consents, Approvals, Directions, Specifications, Notifications and Agreements. No licence instruments were issued during the quarter.

Under Health and Safety Legislation the Site Inspector, or other HSE Inspectors, may issue formal notices to secure improvements to safety. No such notices were issued during the quarter.
