LLC reports
This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Bradwell Power Station’s Local Community Liaison Council (LCLC) and covers activities associated with the regulation of safety at Bradwell Nuclear Power Station. These reports are distributed quarterly and are available also from the internet at http//www.hse.gov.uk/nuclear/llc/index.htm. Site Inspectors of HM Nuclear Installations Inspectorate (NII) normally attend LCLC meetings and will respond to any questions raised there or subsequently by members of the LCLC. Bradwell was visited for inspections and meetings on two occasions during this period, the inspections being of a routine nature. The visits were made on the following dates:
The main thrust in this period has been concerned with Bradwell’s continued compliance with the requirements of the nuclear site licence and continued preparations to enter the decommissioning phase of the station’s lifecycle. This has focused on the verification that all fuel has been removed off site and preparations for final clean up of the cooling pond.
Routine inspections were carried out against the following Licence Conditions (LC) in this quarter:
LC33 Disposal of Radioactive Waste
The management arrangements, extensive underwater video recordings and associated documentary evidence pack that supported the pond ‘back-out checks’ project was reviewed. The work undertaken to verify and record that all fuel has been removed off site from the cooling pond and associated wet fuel routes had been carried out to a high standard and the evidence pack was comprehensive. The NII site inspector was able to share the site’s confidence that all fuel elements have now been removed from site.
The NII site inspector Approved Issue 8 of the Bradwell Emergency Plan on October 11 th, allowing Bradwell site to move to de-commissioning management arrangements that are compatible with the reduced risk status of the de-commissioning phase for the site.
The NII site inspector and Superintending Inspector attended the 2006 Bradwell NII/EA Annual Review meeting on July 11th to review the safety performance of the Bradwell site over the previous twelve month period. Overall, the site’s safety performance was judged to be adequate.

The Inspectorate has power under the Licence to issue Consents, Approvals and Directions. In addition, the Inspectorate uses Liscence Instruments to issue Specifications and Agreements under the conditions attached to the Licence.
Licence Instrument No: 505 was issued on 11th October 2006. This was an Approval of Issue 8 of the Bradwell Emergency Plan.
