Foreword

This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Bradwell Power Station’s Local Community Liaison Council and covers activities associated with the regulation of safety at Bradwell Nuclear Power Station. These reports are distributed quarterly. Site Inspectors of HM Nuclear Installations Inspectorate normally attend LCLC meetings and will respond to any questions raised there or subsequently by members of the LCLC. Summary

Bradwell was visited for inspections and meetings on two occasions during this quarter, the inspections being of a routine nature. The visits were made on the following dates:

2-5 May 2006

6-8 June 2006

The main thrust in this period has been concerned with Bradwell’s continued compliance with the requirements of the nuclear site licence and continued preparations to enter the decommissioning phase of the station’s lifecycle. This has included removal of remaining fuel off site and preparations for final clean up of the cooling pond.

Routine matters

Routine inspections

Routine inspections were carried out against the following Licence Conditions (LC) in this quarter:

These inspections found that the relevant arrangements made under these LCs were generally adequate. Where any minor deficiencies were identified, improvements and actions were agreed with the appropriate station staff.

An LC11 Emergency Arrangement demonstration exercise was observed by an NII team on May 3 rd. The NII judged that this was a successful demonstration of adequate emergency arrangements.

A sample of completed operating instructions that control work involved in the preparations for final clean up of the cooling pond were reviewed and found to be satisfactory.

NII site inspector observed and stopped unsafe working practices being undertaken by contract workers using a mobile scaffold structure. This matter was brought to the attention of site management. Bradwell took prompt action and have since undertaken an appropriate review of their arrangements for the control and supervision of workers on site. NII have informed the site that this area will be the focus of an LC26 Control and Supervision of Operations inspection in the future.

Meetings

NII site inspector attended the Bradwell LCLC on June 7th.

A bi-annual meeting was held between NII site inspector and the Bradwell site Safetey Representatives on June 8 th.

Regulatory activity

Licence instruments

The Inspectorate has power under the Licence to issue Consents, Approvals and Directions. In addition, the Inspectorate uses Liscence Instruments to issue Specifications and Agreements under the conditions attached to the Licence.

There were no Licence Instrument issued during the period.
