Foreword

This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Berkeley Nuclear Licenced Site (BNLS) Site Stakeholder Group (SSG) and covers activities associated with the regulation of safety at BNLS. These reports are distributed quarterly. Site Inspectors of HM Nuclear Installations Inspectorate normally attend SSG meetings and will respond to any questions raised there or subsequently by members of the SSG. Any other person wishing to inquire about matters covered by this report should contact the HSE, Nuclear Directorate on 0151 951 3484/3290.

Inspections

Berkeley was visited for routine inspections and meetings on two occasions during this quarter. The visits were made on the following dates:

The main thrust in this period has been concerned with Berkeley’s continued compliance with the requirements of the nuclear site licence, continued operations associated with the current decommissioning phase of the station’s lifecycle including progress towards partial delicensing of the licensed site.

Routine matters

Routine inspections

Routine inspections were carried out against the following Licence Conditions (LC) in this quarter:

LC11. The NII site inspector observed Berkeley team members role playing during the recent Level 2 Emergency Exercise in September. The site inspector judged that the Berkeley site team demonstrated good command and control of their part of the exercise.

LC24. The NII site inspector reviewed the site’s arrangements for the production of work instructions. The inspection found that adequate controlled documentation exists that defines the methodology for the production of work instructions and that staff were familiar with the stated requirements and their associated responsibilities. Comments of a minor nature were provided by the NII site inspector for consideration by the site management.

LC26. The NII site inspector reviewed a number of completed work instructions and found evidence that a small number of tasks had been undertaken in a manner that was not strictly in accordance with the method prescribed in the associated work instruction. This finding was raised with the site management team. Working practices and work verification processes have since been reviewed on site.

Meetings

Partial Site De-licensing Project. NII site inspector attended a meeting to review progress and judged that this project is progressing in a professional and diligent manner.

Decommissioning. NII site inspector attended a meeting to discuss progress on de-commissioning work. The site have identified opportunities for improvement in controlling decommissioning activities and areas of work have been held pending the review of relevant safety management arrangements.

Regulatory activity

Licence Instruments

The Inspectorate has power under the Licence to issue Consents, Approvals and Directions. In addition, the Inspectorate uses Licence Instruments to issue Specifications and Agreements under the conditions attached to the Licence.

No Licence Instruments were issued during the period.
