This report is issued as part of the Health and Safety Executive's commitment to make information about inspection and regulatory activities relating to the above site available to the public. It is for distribution to members of the Berkeley Power Station and Centre Site Stakeholder Group, SSG, and covers activities associated with the regulation of safety at Berkeley Power Station and Centre. These reports are distributed quarterly. Site Inspectors of HM Nuclear Installations Inspectorate attend meetings and will be happy to respond to questions raised there by members of the SSG. Following the routine rotation of NII site inspectors, Mr B Archer took up responsibilities as NII site inspector at Berkeley NLS on 1 st April 2006.
Berkeley was visited for routine inspections and meetings on one occasion during this quarter. The visit was made on the following date:
26-29 June 2006
The main thrust in this period has been concerned with Berkeley’s continued compliance with the requirements of the nuclear site licence, continued operations associated with the current decommissioning phase of the station’s lifecycle including progress towards partial delicensing of the licensed site.
Routine inspections were carried out against the following Licence Conditions (LC) in this quarter:
An NII team observed an LC11 Emergency Arrangements demonstration exercise on 28 th June. The NII judged that this exercise did not provide an adequate demonstration of Berkeley’s emergency arrangements. A repeat demonstration exercise will be observed by NII in November 2006.
NII site inspector undertook an LC22 inspection of the arrangements for safe control of modifications to nuclear related plant. These arrangements were found to be adequate. A modified crane was selected by the NII site inspector and documentary evidence was readilly available that demonstrated adequate design control and testing had been applied.
General introductory and information gathering meetings were held between the incoming NII site inspector and site staff, including presentations on the main ongoing decommissioning projects.
A meeting was held between NII inspectors and site staff to discuss progress with the partial site delicensing project.

The Inspectorate has power under the Licence to issue Consents, Approvals and Directions. In addition the Inspectorate uses Licence Instruments to issue Specifications and Agreements under the conditions attached to the Licence. None were issued during the period.
